Professor Dr. Ralph J. Thomas is a great visionary true to the Biblical saying,
‘Where there is no vision, the people perish’.
His passion for education is like an “Olympic Torch” which is undying. His desire is to develop Professional and Vocational Educational Qualification for career development, incomparable and a revolution in the systems of study.
As a self-made personality Prof Ralph’s roles have been manifold, starting with Religious Training to Hospitality, Marketing, Business, Finance and Further & Higher Education, to Prestigious Club Organizations and Professional Organisations, where he has held high-ranking positions.
In recognising his unrelenting contribution towards Professional and Vocational Education and that too on an `honorary' basis, in the year of 2000, he was rewarded with “Freeman of London” which is a prestigious declaration to the Sovereign Lady, Queen Elizabeth II, to be obedient and to keep the Queens peace in person with well & true keep, according to the law & customs of the city. This has further enabled him to become the “Freeman of England & Wales”. This is a duplex endorsement given to Prof. Ralph J Thomas and he was sworn individually by Chamberlain Clive Laydn Martin, Esquire OBE, TD, DI and Peter Derrick, Esquire in the reign of the 49th year of Queen Elizabeth II. He was admitted to sign the significant book where distinguished persons such as American Presidents, Head of States, and Noble Award Recipients have penned their name.
Though these have been all success stories, his heart and soul was set on making Professional Education an affordable and easily accessible gift of God. He was able to make this a reality in 1996.
His goal is to make available Professional Qualifications to all who have been denied the opportunities to gain qualifications because of enormous fees prompted by the Traditional Red Brick University path.
Prof Ralph J Thomas firmly believes that if anyone is to achieve great things in life, he/she must not only dream but must believe in self, plan and act upon it.
Thus he started UK-CCL. His mission was that UK-CCL would be an Independent Quality Standards Evaluating Organization with the prime task of Examining, Assessing, Verifying and Validating Institutions with the objective to meet International Accreditation Standards. To this effect, he developed a Benching Marking Concept known as “UK-CCL QMS 2005”

What does this mean? There are people out there, perhaps like you, who have the skills, who have the knowledge, who have the experience and where definitely all these being put together, would make an individual an expert or professional in his/her field.
However due to some twist of fate, such people might have had little or no formal higher education. This is a crucial factor as the world fails to recognise such `experts' due to over tribute to `paper qualifications'.
As our Prudence Statement says, we assess the experience that a person has accumulated over the years, and endeavour to strengthen and corroborate that expertise by providing an avenue to learning.
In fact for some, their knowledge and expertise can be converted into a degree without further learning, provided they can be assessed to have the relevant credits. In most cases however the candidate will have to do some sort of further study and/or practical training to earn the credits.
Upon completion of this further study/training, UK-CCL will assess their work experience and their educational progress and make a cumulative, corroborative assessment.

Affirmation of Prior Experience and Learning
Contrary to many traditional education systems, UK-CCL Bench Mark role is not simply that of classroom oriented training but the taking into account of prior experiences and learning to provide opportunities to qualifications.
The Affirmation of Prior Experience and Learning or APEL in short provides for individuals to progress in Professional Higher Education at all levels of study including undergraduate or postgraduate programmes. Classroom learning can be certified,but most of the learning at work, home or in the community, which is often known as experience, is not. Taking this into account, UK-CCL has developed a methodology to recognise what candidates have learnt via work experiences and job training/seminars. Credit units are given for their achievements. This in return can be used towards gaining a Professional Degree or Membership in the respective field or profession.
Lifelong Learning and Continuing Professional Development are two new phrases that are today used to emphasise changes taking place in education and training. Adults who want a second chance or those who want to improve their career prospects can apply through the APEL scheme. Accreditation of Career Progress Development
There are many individuals who have not had the opportunities to enhance their career by following traditional courses or training. Instead they have entered the working profession and have gained knowledge by hand-on experience. There are individuals today who are successful in their chosen profession and many are doing even better than educated graduates who have entered the same field. Education is important and certification to attest learning through these means is relevant and necessary, but most of the learning at work, home or in the community often is not given the due recognition.
Taking this into account, UK CCL has developed a methodology called Accreditation of Career Progress Development (ACPD) to help candidates who have the relevant experience but not the corresponding paper qualifications.
In the ACPD scheme a candidate is assessed on his/her past and current experiences and learning. Such experience and learning is accorded credit units. If the candidate scores enough credits, he/she can be recommended for a degree qualification. Where the candidate fails to score enough credits, he/she is then channelled through the APEL scheme (see previous page).
The degree earned by ACPD Scheme is categorised by orthodox academics as third level degree qualifications. Even in the traditional Red Brick University Scheme they have many levels of degree qualifications, such as First Class Upper and Lower, Second Class Upper or Lower etc. All in all a degree qualification is a degree qualification and the different levels seek to identify height of attainment of knowledge of the individual.
The ACPD scheme is for all full/part time working adults.

The specific features of UK-CCL
The UK Commission for Consistent Learning, registered in Europe (United Kingdom) as a Non-Profit Educational Organisation is an International Catalyst for implementing UK-CCL Quality Management Standards 2005 for Professional and Vocational Educational Qualifications.
The purpose of UK-CCL is to avail Professional and Vocational Higher Education via approved centres in to every country
UK-CCL will verify and validate institutions that meet the CCL QMS2005 Standards be it a voluntary organisation or a non-governmental self-regulatory body. The governors of UK-CCL have observed the increasing demand for quality Professional Education and new learning methodologies. However, this rapid growth is often saturated with poor quality initiatives. In such circumstances, educational establishments seek quality assessment and guarantees such as that offered by CCL QMS 2005 Bench Marking Scheme.
Each government has its own Educational Accreditation Institution to review the system. Furthermore, many countries have their own means and ways of higher education quality control and their regulatory procedures are usually implemented by government agencies. However such endeavours may be slow and bureaucratic. Accreditation rapidly assures and promotes a sound education in the private sector, which responds to the needs that markets demand. UK-CCL has its own Certification Standards and Procedures in compliance with CCL QMS 2005 and is flexible enough to take into account the individuality of each country’s regulations.
The notion of ‘human capital’ has transformed Professional and Vocational Education from consumption to investment and as a critical matter of public policy, Professional and Vocational Education must serve the society as a whole. The rapid political, social and economic changes across the world have brought in their wake increasing demands for the reform of education systems to meet the challenges of the next century to improve access to more cost-effective quality Professional and Vocational Education. Building Confidence and Boosting Public Awareness is one of the major objectives of UK-CCL. Representatives of UK-CCL have a crucial leading role in the delivery of its vision and mandate. UK-CCL is represented in various regions. Each region is comprised of many territories. Each Region is headed by a Regional Commissioner and assisted by Provincial Directors. The Regional Commissioner nominates the Provincial Directors in consultation with the UK-CCL Commissioner General.

UK-CCL has on its panel highly qualified international professionals as Examiners, Assessors, Verifiers and Validators. They are all members of the Executive Board of Assessors.
UK-CCL - Verified Institutes(UK-CCLVI)
Educational institutes and organisations that have been assessed and verified by the UK Commission for Consistent Learning will work under the direct supervision of the UK-CCL Regional Commissioners. The UK-CCL Regional Office will have many territories under a specific region. Each Territory will be headed by the Provincial Director who reports to the UK-CCL Regional Commissioner. Verified institututes will be known as UK-CCLVI i.e UK-CCL Verified Institutitons
Each institution will offer courses in their own right with the validation of UK-CCL. UK- CCL will nominate Approved Examiners for each institution to monitor tutorial standards and the progress of each candidate on a yearly basis. Candidates’ progress are monitored and supervised on a regular basis by the approved examiners.
In the assessment, candidates are requested submit course work, dissertation, project work and are also required to attend an Oral Examination.
Institutions will forward assessment reports to UK-CCL for Verification and Validation. Where the UK-CCL Board of Assessment feels that the candidate lacks the necessary credits, the Examination Transcript will be sent back to the institution for further action on the part of the candidate. If every thing is in order to the satisfaction of the Assessing Board of UK-CCL, the relevant documentations will be prepared by the UK-CCL Assessors Board and will be forwarded to the relevant awarding body with recommendations for the appropriate award. The Awarding Body will make its own assessment and issue the respective certificate.

UK-CCL Letter of comparability and certificate of equivalency
UK-CCL has come about with a Certificate of Equivalency in assisting any individual seeking endorsement for their professional achievement as an equivalent qualification to the European Standard. This comparability certification will assist individuals either to progress with their study plan or enhance their career prospects internationally. UK-CCL would assess oversea awards in accordance with the Bench Marking of UK-CCL QMS 2005.
In today’s global business arena, international endorsement of achievements is fast becoming a necessity. Individuals are seeking for an Independent Verifier to confirm their achievements. This demand has come about due to the fact that individuals are no longer tied down to their own national educational courtyard but seek international opportunities.

Candidates can chose which route they want to follow. Please note that for each candidate that UK-CCL assesses, the institution will have to pay a fee plus the awarding fee of the respective University or awarding body.
The UK-CCL Consortium of Universities does not offer UK Red Brick degree qualifications. The degrees which are facilitated by UK-CCL are from reputed private independent universities which are dedicated to high quality standards as a result of adherence to the “CCL QMS2005”. There is a growing trend among Independent Employers, Private Organisations, Semi Government and Professional Bodies to recognise the American style Credit Accumulation System which permits work based training as part of the curriculum.
